(a) What are the courses offered at AHM?
AHM offers short term courses in the upstream and downstream rubber sectors. Those interested in these courses can view the course schedule at AHM’s website.
(b) What are the charges for courses?
For scheduled courses, charges are RM 200/day. For unscheduled courses charges will be based on packages.
(c) What are the facilities available at AHM?
AHM is equipped with classrooms, laboratories, library, lodge, auditorium, SMR factory, multi purpose hall, and other recreational facilities.
(d) What are the charges for the facilities?
Classrooms – RM 400.00/day
Laboratory / Factory – RM 350.00/day
Auditorium/Main Hall – RM 1000/day
Room Rates (lodging) – RM 80.00 (twin sharing), RM 90.00 (3 bedded)

Recycling & Reclaiming of Rubber
(a) What is the difference between recycling of rubber and reclaiming rubber?
Recycling refers to the transforming of vulcanized rubber waste from its original form into various shapes and sizes for a specific use. One example of a product of this nature is tyre crumbs of various mesh sizes or granules.
Reclaiming of rubber refers to the original vulcanized rubber waste being completely transformed into a rubber compound which could be further used by rubber product manufacturers in their compounding formulation as polymer to blend with other polymers to lower their production cost. Reclaimed rubber could be obtained from scrapped, used or rejected rubber products, rubber wastes and compounds through mechanical or chemical extraction process.
(b) Why is recycling or reclaiming rubber important?
Vulcanised rubbers are typically non-biodegradable, and if their waste are not controlled, could contribute to various forms of pollution (to the air, water and soil). Reclaimed rubber is becoming more important due to the growing global concern and focus on environmental and pollution issues. It is the duty of manufacturers to carry out frequent audit of their operations to identify if any of their wastes contribute to pollution and act accordingly to meet the minimum standards set by the Department of Environment. One of the ways to overcome pollution is to conduct recycling and reclaiming of vulcanized rubber wastes to produce specific products.
(c) What are the advantage of using reclaiming rubber in rubber compounding?
It has been proven by some manufacturers of reclaiming rubber that they have experienced cost reductions in the consumption of electricity by using reclaimed rubber during compounding as lower mastication time was required. Studies have indicated that power savings could be up to twenty percent. Other advantage include:
- Cheaper compound as compared to using virgin rubber;
- Cleaner environment as fillers are already present in the reclaimed rubber, thus the incorporation of loose fillers in the final compound is reduced;
- Better dimensional stability and finishing of extrudates;
- Butyl reclaims could help to retain the splice strength of tubes;
- Better flow in the mould during vulcanization, etc.
(d) Where can reclaimed rubber be used?
It could be used in low-end and low-value general rubber goods like car mats, shoe soles, carpet underlays, rubber stoppers and rubber sheets; and in industrial rubber goods such as conveyor beltings, adhesive tapes, masking tapes, etc. Reclaimed rubber is also used as fillers in tyres.

- Registration and renewal of CC, DD and EE Certificates
- Rubber Export Permit
- Endorsement of Certificates of Origin of Rubber
3. What are the CC, DD and EE Certificates?
- CC Certificate - Certificate to pack rubber for export
- DD Certificate - Certificate to ship rubber for export
- EE Certificate - Certificate to ship rubber gloves for export
4.What are the fees for each Certificate?
- CC Certificate - RM300
- DD Certificate - RM500
- EE Certificate - RM200
5. What are the application conditions for each Certificate?
- CC Certificate
- Applicant is a holder of Licence to treat rubber (B licence) at the applied premise
- Minimum paid up capital is RM500,000 for non-bumiputera and RM300,000 for bumiputera
- Applicant is not a holder of License to buy rubber for the manufacture of rubber products (C licence)
- DD Certificate
- Applicant is a holder of Licence to buy rubber and Licence to sell rubber (A(i) & A(ii)) at the applied premise
- Members of MRE
- Minimum paid up capital RM500,000 for non-bumiputera and RM300,000 for bumiputera
- Applicant is not a holder of License to buy rubber for the manufacture of rubber products (C licence)
- EE Certificate
- For manufacturer category, applicant is a holder of License to buy rubber for the manufacture of rubber products (C licence)
- Minimum paid up capital RM500,000
6. What are the documents required for each application?
- Copy of Company Registration Certificate
- Form 24, 49 and copy of M&A for private limited company
- Location plan for the proposed premise
- Copy of B licence (CC Certificate application), A(i)& A(ii) licence (DD Certificate application) and C licence (EE Certificate application for Manufacturer category)

- Complete form 3(CC & DD application) or form 8 (EE application)(forms are available at Licensing and Registration Unit or can be downloaded from website)

12. What are the fees for the application of Certificate of Origin?

- Proposed premise will be referred to District/Town Office, Health, Fire Department (except for premise in rubber farm)
